  1. In a large mixing bowl, combine the flour, cornstarch, baking powder, and salt.
  2. In a separate bowl, beat the egg and then mix in the ice-cold water.
  3. Add the egg mixture to the dry ingredients and mix until well combined. The batter should be thin and lumpy.
  4. Heat the oil in a deep frying pan or pot over medium-high heat.
  5. Dip the seafood or vegetables into the batter, coating them evenly.
  6. Gently place the coated ingredients into the hot oil, being careful not to overcrowd the pan.
  7. Fry for 2-3 minutes on each side or until golden brown and crispy.
  8. Remove from the oil and place on a paper towel-lined plate to drain off any excess oil.
  9. Serve hot with your choice of dipping sauce.
