  1. Preheat oven to 375°F (190°C). Line a 12-cup muffin tin with paper liners.
  2. In a large mixing bowl, combine flour, white sugar, brown sugar, baking powder, baking soda, salt, and poppy seeds.
  3. In a separate mixing bowl, whisk together melted butter, milk, lemon juice, lemon zest, eggs, and vanilla extract.
  4. Pour the wet mixture into the dry mixture and stir until just combined. Do not overmix.
  5. Scoop the batter into the prepared muffin tin, filling each cup about 2/3 full.
  6. Bake for 18-20 minutes, or until a toothpick inserted into the center of a muffin comes out clean.
  7. Let the muffins cool in the tin for 5 minutes before transferring them to a wire rack to cool completely.
