  1. In a large pot, heat the olive oil over medium heat. Add the onions and garlic, and cook until softened, about 5 minutes.
  2. Add the beef stew meat to the pot and cook until browned on all sides.
  3. Stir in the paprika, caraway seeds, and dried thyme, and cook for 1 minute.
  4. Add the bell pepper, carrots, and potatoes to the pot and mix well.
  5. Pour in the beef broth and diced tomatoes, and bring the soup to a boil. Reduce heat to low, cover, and simmer for 1 hour, or until the meat is tender.
  6. Season with salt and pepper to taste. Serve hot with a dollop of sour cream and chopped fresh parsley, if desired.
