  1. In a small saucepan, combine the shredded cheddar cheese, milk, cream cheese, sour cream, garlic powder, onion powder, and paprika over medium-low heat. Stir constantly until the cheese is melted and the mixture is smooth.
  2. If the dip is too thick, add a splash of milk to achieve desired consistency.
  3. Season with salt and pepper to taste.
  4. Transfer the cheese dip to a serving bowl. Top with diced tomatoes, green onions, and jalapenos, if desired.
  5. Serve warm with tortilla chips or vegetables for dipping.
