  1. In a large pot, combine broth, onion, and garlic. Bring to a boil over medium heat.
  2. Add carrots, potatoes, cabbage, and tomatoes. Stir well.
  3. Reduce heat to low and cover the pot. Let it simmer for about 20 minutes, until the vegetables are tender.
  4. Add white vinegar, sugar, dried dill, salt, and pepper. Stir well and let it simmer for another 10 minutes.
  5. Serve hot with a dollop of sour cream and chopped fresh herbs if desired.
