  1. In a small bowl, mix together yeast and warm water. Let sit for 10 minutes.
  2. In a large mixing bowl, combine flour, sugar, salt, and baking powder.
  3. Add in yeast mixture, warm milk, and vegetable oil. Mix until a dough forms.
  4. Knead dough on a floured surface for 5-10 minutes until smooth and elastic.
  5. Place dough in a greased bowl, cover with a towel, and let rise for 1 hour.
  6. In a separate bowl, mix together chicken or pork, carrots, mushrooms, garlic, soy sauce, sesame oil, cornstarch, and water.
  7. On a floured surface, roll out the dough into a long cylinder shape. Cut into 10-12 equal pieces.
  8. Flatten each piece of dough and place a spoonful of the filling in the center. Gather the edges and pinch to
