  1. In a mixing bowl, mix together the minced beef, shrimp, onion, garlic, tapioca flour, salt, pepper, chicken powder, soy sauce, and egg.
  2. Using your hands, mix all the ingredients until well combined.
  3. Shape the mixture into small round balls, about 1 inch in diameter.
  4. In a pot, bring the beef broth to a boil.
  5. Drop the meatballs into the boiling broth and let them cook for about 5-7 minutes, or until they are fully cooked.
  6. In a separate pot, cook the noodles according to package instructions.
  7. Once the noodles are cooked, drain and rinse with cold water to prevent them from sticking together.
  8. To serve, place a serving of noodles in a bowl, top with the cooked meatballs, and pour some beef broth on top.
  9. Garnish with chopped green onions, fried shallots, and a dollop of sambal or chili sauce.
